Can you tell us more on what you are trying to do in terms of “Forms” migration ?
Note: We are currently looking into Microsoft Forms Web Part migration in Office 365.

A Microsoft Form can be attached to a group. A group form gives the group members permissions to edit the form and see the results. It also generates a connected Excel file with the results, wich is updated automatically when a new response is entered.
If the M365-group you are migrating have forms connected to the group, you will not be able to move or copy the form to a new group. Not manually in Microsoft 365, and not by using ShareGate migration.
In Forms, you can create a Group form, or you can create a form and then "move it" into a group. After moving the form, you are not able to connect the form to another group.
We need the ability to move a group Form (form connected to a group) to another group.
